It was designed by the Taiwanese architect Xiu Zelan. Surrounded by green hills, it is a traditional classical Chinese palace-style building with a refined interior. It was once the meeting place of the National Assembly and an important venue where the head of state received foreign guests and held state banquets. It has been designated a city historic site and is open for venue hire and guided tours. The building has large roofs of green glazed tiles, symmetrical giant vermilion columns and ornately carved and painted beams. Because of its location, visitors can still smell a faint trace of sulphur inside, a sensory memory unique to the building. It hosted certain major meetings and witnessed many changes of era.
