After more than ten years of effort by conservationists, the park was established in 1996. From 1 December 2001 the Taipei City Government entrusted its management to the Wild Bird Society of Taipei. The park's main aims are to conserve the Guandu wetland environment, restore its landscape, bring back its native wildlife, and teach the public about the wetland.
