On 8 March the association issued a 'Letter to Compatriots' setting out principles and guidelines for political reform. When the crackdown began, the authorities arrested and killed members of the association on the grounds that it was a communist organisation and had incited people to rebel. The association's office was above Sanmin Bookstore on Section 2, Yanping North Road, Datong District, Taipei, with the bookshop on the ground floor.
