The Beitou incineration plant opened on 1 July 1991 as the Shilin incineration plant, and on 1 July 1995, after its site was reassigned to Beitou District, it was renamed the Beitou incineration plant. It belongs to the city's department of environmental protection.

The observation deck is 116 metres up the plant's painted chimney tower and is reached by a glass lift from the ground-floor entrance. The deck is a floor with 360-degree floor-to-ceiling windows. From here you can see the Yangming, Guanyin and Datun mountains, the Tamsui and Keelung rivers and Shezi Island squeezed between them. Below lies the Guandu Plain, with its mountains, rivers, wetlands and green fields. The sunset over Guanyin Mountain in the evening and the lights at night can all be seen. It is a well-known viewpoint in Taipei, and the floor has information comparing the view with the actual places.
