The underground mall is in Zhongzheng District, Taipei, and is a major part of the Taipei Main Station underground mall system, linking Taipei Main Station, the Taipei MRT and the surrounding shopping areas; it is one of the larger underground malls in Taiwan. As part of Taipei's transport hub, it is a place many travellers pass through and also a multi-purpose space for shopping, leisure and entertainment.

Its many shops sell fashion, electronics, creative goods, handicrafts and more. It has many shops specialising in anime merchandise, where fans look for collectibles or the latest goods. It holds a summer 'Yukata Festival' with a Japanese feel: the venue is decorated with Japanese-themed scenes, visitors can try wearing a yukata, and there are Japanese-style settings for photos. Besides shopping, it has entertainment facilities such as arcade games and capsule toy machines.
