The water metering room is a square building of brick and reinforced concrete, used to measure the water flowing out of the Xiaoguanyinshan Reservoir. Its original construction date and designer are unknown because the records have been lost, but property registration records indicate that it was completed in March 1913.

It was retired after the Gongguan Water Treatment Plant was completed in 1977. The building is sunk into the ground to suit its function. Its surfaces are decorated with grooved lines, the corners show exposed red brick, and the windows and frames are semicircular arches above and square below. It is thought to have been added after the main Taipei waterworks project was finished, but it still shows signs of being planned together with the related buildings.
