The museum opened to the public as a private museum in 1984. Its garden, set among hills and covering 800 ping (about 2,645 square metres), and its two-storey all-timber Japanese-style building date from 1921, when this was the Jiashan Hot Spring Inn, the most exclusive in Beitou.

In 1983 the founder, Zhang Chunming, converted the historic building into a museum called the Taiwan Folk Arts House, and in 1987 it was renamed Beitou Museum. The museum preserves and displays early Taiwanese folk art and folk objects. Its collection consists mainly of Taiwanese folk crafts from the late Qing dynasty and the Japanese era up to the 1970s, including Indigenous objects and Han Chinese objects, mostly Minnan and Hakka. The museum also has a restaurant, Yiranju, serving creative kaiseki cuisine and afternoon tea, with small meeting rooms for hire. From the restaurant's outdoor cherry-viewing terrace you can see Danfeng Mountain close by and Guanyin Mountain in the distance. The Great Hall is used for performances and arts events and can be hired for banquets and meetings. The museum holds occasional workshops such as tea ceremony tasters, formal tea ceremony classes, wagashi (Japanese sweets) making and the Jiashan zhuazhou, a first-birthday object-grabbing ceremony.
