During the 228 Incident, the Fourth Military Police Regiment was responsible for 'pacification' sweeps in the north and also joined other units in 'sweeping' Keelung city. After martial law was declared on 10 March, it carried out 'village clearing' sweeps north of Hsinchu, and its commander, Major General Zhang Mutao, also served as commander of the Northern Pacification Zone.

The site was originally Hongji Hospital, opened by Dr Lin Qingyue. The Government-General of Taiwan later took it over and set up the Gengsheng Yuan, a treatment and residential centre for opium addicts and people addicted to narcotics. After that centre moved away after the war, the Fourth Military Police Regiment moved in.
