4 on Songhe Street has long been a place of north-south trade and a hub for goods, and it was once the thriving port where Xikou culture in the Songshan area began. In 2009, to extend the Blue Highway river routes, the Taipei City Government completed Xikou Wharf on 15 December, renovated the surrounding embankments and waterside paths, and linked the wharf by footpath with evacuation gate Ji-4 (基4號疏散門). The wharf is near Caihong Bridge, Songshan Ciyou Temple and Raohe Tourist Night Market.
